This tunnel connects the Radisson Hotel
Duluth-Harborview and the Duluth Public Library. I’ve walked this tunnel many times. I’m seen other walkers and wheelchair users use
this tunnel as well.
I see that a big pipeline is placed above the tunnel, and
then it bends back down, to what appears to be about three meters below the street
pavement.
