My proposed CN railroad second track under an existing Interstate 35 bridge

The Canadian National Railway is now double tracking their railroad line from the Steelton yard located in southern Duluth Minnesota northwest to Nopeming Junction.  To finish building the second track, CN senior-level executives are considering building a second bridge over Becks Road, Interstate 35, and Old Highway 61.  However, there is a natural spring where the bridge pier would be in the Interstate 35 highway median.

My solution is to place the second track under the abandoned Duluth, Winnipeg and Pacific (DWP) railroad underpass a few hundred feet to the east of the current CN single track bridge.  This underpass could be rebuilt to provide accommodation for both the new CN track and the DWP Trail.

Or, a new pedestrian bridge for the DWP Trail over Interstate 35 could be construction near the existing CN Bridge.  Or, the trail could be build west along Becks Road, under the Interstate 35 - East Highway 61 underpass, and then to Esko, to Scanlon, and ending in Cloquet.  Either option would give trail users a far more accessible and safer place to access the trail than ending the trail behind the Como Oil & Propane parking lot.
