After attempting to block off this stairway to the roof
with a chain, King Manor apartment custodians install a strong, metal
gate. I thought that after the last two attempts
to keep people off the rooftop landing that the custodians had given up
attempting to keep the homeless from sleeping on the rooftop landing.
