I found a folding shopping cart

I found this cart on the stairway that is next to Sister Cities Park.  The strong smell of burnt whatever it was, was still in the air above this shopping cart.  I don’t know whom the cart belonged to and what was in it.  That fire scorched the walls of the stairway.
